Well it's the largest city in Russia and concentrates a lot of its economy, it's expected that would lead to higher prices If I had to guess somewhere outside St Petersburg might have better prices without compromising much on infrastructure

Wood is a good option. Combine it with a buffer tank and some solar for the water pump. This way you are basically independent from public energy networks.

Do people in the suburbs not use wood for heating? I know gas scales better but I thought wood might be a decent alternative for houses in less densely populated areas. But then again I have no personal experience with the kind of temperatures you get there.
